Conning’s 2023 State of the States report is our annual evaluation of the credit quality of all 50 U.S. states and we again present it in a highly interactive format to help you better understand the metrics that shape our analysis.

Conning has revised our outlook on state credit quality to “declining” from the “stable” view we held the last two years. We believe states are well positioned to weather an economic slowdown but in our view results coming in for the current fiscal year (FY23) are weaker and states will likely lower their tax revenue forecasts for FY24.

Our interactive platform allows you to examine in detail the 13 metrics we use to develop our report, segmenting the leaders and laggards by state and region to develop a better understanding of these factors.
